LG Manoj Sinha Announces Major Offensive Against Narcotics Network

Jammu, Apr 11 (KNO): In a sweeping crackdown on narcotics, Lieutenant Governor Manoj Sinha on Saturday announced stringent punitive measures against drug smugglers, including cancellation of passports, Aadhaar cards and driving licences, besides attachment of properties and freezing of bank accounts.
Launching a 100-day ‘Nasha Mukt Jammu & Kashmir’ campaign at MA Stadium Jammu, the LG asserted that those “destroying the future of our youth will not be spared,” emphasising that drug abuse has permeated every section of society across the Union Territory.
Addressing the gathering, he said the fight against the drug menace is a collective responsibility and requires active participation from all stakeholders, including youth, civil society and community leaders.
Outlining the administration’s strategy, Sinha said a new Standard Operating Procedure (SOP) has been put in place to dismantle drug networks both financially and legally.
“Passports, Aadhaar cards and driving licences of drug smugglers will be cancelled. Their movable and immovable properties will be attached, bank accounts frozen and financial investigations initiated,” he said.
He added that top drug peddlers would be publicly identified at the police station level to ensure accountability and act as a deterrent.
Highlighting the security implications, the LG said drug trafficking is increasingly being used to fund terrorism and destabilise society.
“A neighbouring country is pushing drugs to hollow out our youth. Every consignment that reaches here is not just poison, but a weapon against our future,” he said, while directing enforcement agencies to strictly adhere to the principle: “Do not harass the innocent, but do not let the guilty escape.”
Calling for mass mobilisation, Sinha urged people to organise pad yatras and awareness campaigns across Jammu and Kashmir, stressing that the administration alone cannot win the battle against drugs.
“This fight cannot be won by the administration alone. Society must come together,” he said.
He also underscored the crucial role of women—particularly mothers and sisters—in preventing substance abuse, noting that their awareness and vigilance can transform communities.
Describing the next 100 days as critical, the LG outlined a multi-pronged strategy focusing on grassroots awareness campaigns, counselling services in schools, colleges and universities, sustained community engagement and targeted outreach to vulnerable sections.
The LG further informed that the government has notified the Jammu and Kashmir Substance Use Disorder Treatment, Counselling and Rehabilitation Centre Rules, 2026, to regulate de-addiction centres.
“Only genuine centres with adequate staff and facilities will be allowed to operate. Strict action will be taken against violators,” he said.
Reiterating a humane approach, Sinha assured that individuals affected by addiction would receive full support for treatment, counselling and rehabilitation.
“We must help victims return to a normal life while taking strict action against those who push them into this trap,” he said—(KNO).
