Member of Parliament from Baramulla, Er Rashid, has written to Prime Minister Narendra Modi raising concern over what he termed a “growing administrative disconnect” between the Lieutenant Governor’s administration and the office of the Chief Minister in Jammu and Kashmir, warning that the lack of coordination is impacting governance and public service delivery.
In his letter dated December 8, Er Rashid said the situation has begun to create uncertainty among citizens and slow down decision-making on key developmental and welfare matters. While acknowledging that differences in approach are natural in a democratic system, the MP said the present friction has started affecting day-to-day administration in the Union Territory.

Highlighting public hardship, he noted that people across Jammu and Kashmir are already facing difficult socio-economic conditions and any lack of coordination between the two highest executive authorities only adds to their problems. He pointed out that several developmental works, routine administrative decisions and the redressal of public grievances are reportedly being delayed due to “friction or unclear lines of authority”.
“As the elected representative of the Baramulla Parliamentary Constituency, it is my duty to convey the sentiments and anxieties of my people,” Er Rashid wrote, adding that there is a strong public perception that only the Prime Minister’s intervention can restore clarity of functioning and credibility of institutions.
The MP urged the Prime Minister to look into the matter and take appropriate steps to ensure coordinated functioning between the Lieutenant Governor and the Chief Minister so that governance remains “stable, responsive and people-centric”.
“The people of Jammu and Kashmir deserve uninterrupted attention, efficient administration and confidence that their leadership is working in unison for their welfare,” the letter said.
