Operational guidelines for vehicle dealers issued

Jammu, Nov 24: The Office of the Transport Commissioner on Sunday issued a circular introducing operational guidelines for the registration and authorisation of dealers handling registered vehicles, in line with CMVR Rules 55A to 55H and the Ministry of Road Transport and Highways (MoRTH) Notification GSR 901(E) dated December 22, 2022.
The new framework makes authorisation mandatory for any entity engaged in the resale, stocking or handling of registered vehicles, and requires complete digital traceability of transactions through the VAHAN platform.
As per the circular, applications will be processed online with compulsory verification of premises. The authorisation will remain valid for five years. Dealers must ensure real-time reporting of all vehicle transactions, maintain secure custody of vehicles, and keep digital KYC records of both buyers and sellers.
RTOs, ARTOs and enforcement officers have been instructed to conduct inspections, verify entries on the VAHAN system and take strict action against any unauthorised operations. After a 21-day window, the Transport Department will also seek assistance from District Police and State Taxes Authorities to seize vehicles being sold without valid authorisation. Existing dealers have been given 30 days to comply, after which no vehicle transaction will be permitted through non-authorised dealers.
Transport Commissioner Vishesh Paul Mahajan said the guidelines aim to curb fraudulent vehicle transactions, prevent the misuse of vehicles by anti-social elements and enhance transparency in Jammu and Kashmir’s registered-vehicle resale ecosystem.
