Srinagar, Aug 8: In a move that’s making waves across Jammu and Kashmir’s tourism sector, the administration has unveiled draft tourist trade rules that could dramatically reshape the region’s hospitality landscape. The proposed regulations, obtained by Kashmir News Observer (KNO), outline a tiered fee structure for registration and renewal of various tourism-related businesses, from luxury hotels to humble tea stalls.

At the top end, five-star deluxe hotels face a whopping Rs 2 lakh biennial renewal fee, while even modest establishments like dhabas aren’t spared, with a Rs 5,000 price tag every two years. The iconic houseboats of Kashmir, long a symbol of the region’s tourism allure, are hit particularly hard. Deluxe category houseboat owners are looking at a Rs 50,000 renewal fee, with rates scaling down based on categories.

The draft hasn’t spared smaller players either. Travel agents and adventure tour operators might need to shell out Rs 30,000 for renewal, while guides, boat owners, and even photographers face a Rs 10,000 fee. Even the humble ponnywala and sledgewala aren’t exempt, with a proposed Rs 1,000 renewal fee.

However, the rules have already stirred up choppy waters. Houseboat owners, in particular, are making a splash, decrying the hike in renewal fees as ‘unbearable’. Their opposition could be the first ripple in what might become a wave of discontent across the tourism industry.

As stakeholders digest these proposed changes, the question on everyone’s lips is: Will these new rules buoy J&K’s tourism to new heights, or could they sink the dreams of smaller operators? Only time will tell if this regulatory tide will lift all boats or leave some stranded on the financial shores.
