Performance gaps emerge as Kishtwar, Kupwara, Ramban rank lowest in comprehensive governance assessment

Srinagar: District Jammu has claimed the top position in the fourth edition of the District Good Governance Index (DGGI), cementing its status as the Union Territory’s best-administered district with a composite score of 6.9623. Srinagar district secured second place with a score of 6.5840, while Samba district rounded out the top three with 6.4812 points.
The comprehensive assessment, which evaluated all 20 districts across Jammu and Kashmir using 58 performance indicators, revealed significant administrative disparities across the region. While Jammu district celebrated its third DGGI victory—having previously topped both DGGI 1.0 and DGGI 3.0—the report highlighted concerning performance gaps in several districts.
Bottom Performers Highlight Regional Challenges
At the opposite end of the spectrum, Ramban district registered the lowest composite score of 4.9728, followed by Kishtwar and Kupwara districts. These rankings underscore the need for targeted administrative interventions in these regions to bridge governance gaps.
The DGGI 4.0 framework assessed district performance across ten critical sectors: Agriculture and Allied Sectors, Industries and Allied Sectors, Human Resource Development, Public Health, Public Infrastructure and Utilities, Financial Inclusion, Social Welfare and Development, Legal and Public Safety, Environment, and Citizen Centric Governance.
Sector-Wise Leaders Emerge
Despite its overall triumph, Jammu district showed vulnerabilities in specific areas, ranking 13th in Agriculture & Allied sectors and 12th in Environmental performance. However, its consistent excellence across other sectors secured its top position.
Interestingly, Kishtwar district, despite its poor overall ranking, emerged as the standout performer in Agriculture and Allied Sectors, driven by exceptional results in food production, horticulture, and milk production indicators.
Srinagar district dominated the Industries and Allied Sector, with notable improvements in MSME registrations, GST establishments, and credit facilitation for handicrafts and self-employment initiatives.
Crime Reduction Success Stories
In a significant development for public safety, Anantnag district topped the Legal and Public Safety sector, followed by Jammu and Udhampur districts. These three districts demonstrated measurable success in reducing crimes against women and children while achieving higher conviction rates—a critical metric for justice delivery.
The Human Resource Development sector saw Kulgam, Ganderbal, and Shopian districts leading the way, with improvements in gender parity, student retention rates, and basic school facilities driving their success.
Infrastructure and Social Welfare Achievements
Samba district’s first-place ranking in Public Infrastructure and Utilities reflected successful implementation of housing schemes, sanitation facilities, safe drinking water access, household electrification, and rural road connectivity under various government programs.
The Financial Inclusion sector witnessed Pulwama, Samba, and Reasi districts taking the lead, primarily through enhanced performance in Jan Dhan Yojana enrollment and Mudra loan scheme implementation.
Environmental and Governance Leadership
Four districts—Ganderbal, Shopian, Srinagar, and Kishtwar—shared the top position in the Environment sector, demonstrating effective forest cover preservation and water body conservation efforts.
Reasi district claimed the top spot in Citizen Centric Governance, followed by Rajouri and Pulwama, showcasing excellence in grievance redressal mechanisms and digital office transformation initiatives.
Strategic Implications
According to Planning Department officials, the DGGI 4.0 results provide crucial insights into district-level governance delivery mechanisms while highlighting areas requiring immediate attention and innovative solutions.
“The DGGI reports foster healthy competition resulting in refinement of processes, innovation and finding avenues of hand holding which is ultimately beneficial to the society at large in establishing a vibrant and growing economy,” a Planning Department official stated.
The comprehensive nature of the assessment—spanning economic development, social welfare, infrastructure, and governance—positions it as a critical tool for policy makers to identify best practices and address performance gaps across Jammu and Kashmir’s diverse districts.
As the administration prepares for future DGGI assessments, officials indicated plans to incorporate additional indicators to make the index more inclusive and comprehensive, ensuring a more nuanced understanding of governance effectiveness across the Union Territory.
