New Delhi, Nov 27: In a major announcement, the Income Tax Department has clarified that existing Permanent Account Number (PAN) holders do not need to apply for a new PAN under the upcoming PAN 2.0 system. This revamped project, aimed at modernizing the PAN and Tax Deduction and Collection Account Number (TAN) systems, promises to streamline services and introduce a common identifier for business activities.
The PAN 2.0 initiative, approved by the Cabinet Committee on Economic Affairs (CCEA) under Prime Minister Narendra Modi, has been allocated a budget of ₹1,435 crore. It aims to consolidate and unify the multiple platforms currently hosting PAN-related services into a single portal, enhancing user convenience and efficiency.
The Central Board of Direct Taxes (CBDT), in its statement, emphasized that the existing 78 crore PANs and 73.28 lakh TANs remain valid. “Existing PAN cardholders are not required to apply for a new PAN under the upgraded system unless they wish to make corrections or updates,” clarified the CBDT.
Key Features of PAN 2.0
Under the PAN 2.0 framework, services currently spread across the e-Filing Portal, UTIITSL Portal, and Protean e-Gov Portal will be integrated into one unified platform. This will enable seamless access to services such as PAN application, Aadhaar-PAN linking, online PAN validation, and re-issuance requests.
The upgraded system also introduces dynamic QR codes for PAN cards, enhancing the security and validation of PAN details. While this QR code has been a feature since 2017-18, PAN holders without it can now apply for an updated card.
Eco-Friendly and Cost-Effective
Aligned with the government’s Digital India initiative, PAN 2.0 focuses on paperless processes, reducing bureaucracy and environmental impact. Users will also benefit from free allotment, updates, and corrections. However, those requiring a physical PAN card will need to pay a nominal fee of ₹50 for domestic delivery, with additional charges for international addresses.
Tackling Duplicate PANs
The new system incorporates improved logic to identify and resolve potential duplicate PAN requests. This measure is expected to minimize instances of individuals holding multiple PANs, ensuring greater compliance and efficiency.
Seamless Transition for Current Users
For those wishing to update demographic details such as name, date of birth, or address, the facility will be offered free of cost once PAN 2.0 is operational next year. Until then, users can utilize Aadhaar-based online services for updates and corrections.
