Major reshuffle in police on cards as posts of DIGs, SSPs fall vacant

JAMMU, Dec 20: With the Union Ministry of Home Affairs (MHA) ordering promotions of IPS officers in Jammu and Kashmir segment of AGMUT cadre, a major reshuffle at the level of IGPs, DIGs and SSPs has become imminent. The process is expected to be initiated shortly by the administration.

While no Inspector General of Police (IGP) posted in Jammu and Kashmir has been promoted to the Additional DGP rank in yesterday’s promotion list, some posts of IGP are lying vacant and they are expected to be filled up. With the promotion of Tejinder Singh, DIG Rajouri-Poonch range as the IGP, the post he is currently holding will fall vacant after his posting order is issued.
Sarah Rizvi, DIG Udhampur-Reasi range who has returned from leave, is also a 2008 batch IPS officer like Tejinder Singh, Abdul Jabbar and Uday Bhaskar Billa, all of whom were promoted to the IGP rank yesterday. Jabbar and Billa are on Central deputation.

Promotion of Rizvi as the IGP is also expected shortly. As only AGMUT cadre promotion list of the IPS officers was issued yesterday, Rizvi, who is Gujarat cadre IPS officer, will also get promotion soon and with that the post of DIG Udhampur-Reasi range will fall vacant.
Some posts of the DIGs are already vacant and two posts of Range DIGs in the Jammu region (Rajouri-Poonch and Udhampur-Reasi) will fall vacant.

“Possibility of some DIGs being elevated to rank of officiating IGPs from amongst the IPS officers of 2009 batch to fill the vacancies by the UT administration is not ruled out,” the sources said, and recalled that this has been done earlier also when there was shortage of DIGs in Jammu and Kashmir. The SSPs were promoted and posted as officiating DIGs to fill the posts.
Seven IPS officers posted as SSPs in Jammu and Kashmir were promoted as DIGs yesterday and with this some significant posts will fall vacant in the SSP rank. The SSPs promoted as DIGs are Sargun Shukla, Direct Recruit; and Sandeep Wazir, Anita Sharma, Jatinder Singh Johar, Swaran Singh Kotwal, Zahid Nasim Manhas and Dr Koshal Kumar Sharma, all from State Police Services (SPS) promoted as the IPS.

Sandeep Wazir is posted as AIG Personnel, an important post in the Police Headquarters, Jatinder Singh Johar, who is posted as Director Police Telecom, Swaran Singh Kotwal, Director SSF J&K and Koshal Sharma, SSP Police Control Room (PCR) Jammu. All these posts will require to be filled once these officers are posted as the DIGs.
Sandeep Choudhary, an IPS officer of Jammu and Kashmir segment in AGMUT cadre is on Central deputation but has been posted as SSP NIA J&K. With his promotion as DIG yesterday, the post he is holding will too fall vacant.
Post of the NIA SSP Jammu and Kashmir is crucial as the agency has been investigating several terror related cases including blasts etc in the UT.

“The filling up of the posts of SSPs and DIGs in Jammu and Kashmir following promotions of the officers will lead to a major reshuffle in the police administration which is expected shortly,” the sources said.
